YLC is proud to co-sponsor Assembly Bill 1140, authored by Assemblymember Robert Rivas, which would ensure children who come to the United States alone to seek safety are receiving the same care as other California children in state-licensed settings. Children and youth, regardless of immigration status, deserve the same rights and protections under state laws. YLC is co-sponsoring AB 1140 to ensure protection for children in ORR-run residential facilities licensed by the state of California, clearly delineate their rights and implement clear mechanisms for oversight, investigation, and enforcement of these rights.
