Desrosiers v. Androscoggin County challenged the conditions of confinement in a county jail in Maine and was filed in April 1985 on behalf of a boy who spent over two months in this adult jail. The jail was extraordinarily filthy and oppressive and the county provided no supervision, programming, education or recreation for the juveniles detained there. As a result of the lawsuit, defendants closed the jail to juveniles on June 1, 1986. Prior to that date, they began a phasing program of removal of juveniles from the jail under which juveniles who did not require secure confinement, and juveniles who required only short-term secure confinement, were removed.
